new scale has a promotion bar at £910

which divides the staff into two

separate grades. If it is the

intention that the existing staff should

immediately be organised into two grades

irrespective of salary, I presume that

an officer, who is allocated to the lower

grade, would on promotion to a post in

the higher grade receive no special

increase in pay but would go on progressing

up the old time-scale in the ordinary manner.

If, however, his salary on the old scale

prior to promotion is less than the

initial salary applicable under the new

arrangements to the higher grade viz. £970

the officer might be prepared (and he should

I suggest be given the option) to accept

appointment to the higher-grade on the new

scale, with the immediate increase in

emoluments which it would provide.
